Since 2016, UNICEF is responding to the unique needs of adolescents and young people who are seeking asylum in Europe, on the move, stranded or pushed back. The operation established in Italy aims to provides support to the Government of Italy on children and young migrants and refugees, to ensure timely, equal and appropriate care, protection and support for social inclusion, as part of the Regional Migrant and Refugee Response. Initially the Italy Response focused mainly on child protection and adolescent development, while since 2019 a Gender-Based Violence component has been integrated.

Youth engagement for the promotion of children’s rights has been a key feature of UNICEF’s refugee and migrant response in Italy. One of the key pillars of the youth engagement strategy for migrants and refugees in Italy is to give young people themselves the opportunity to voice their opinions – this has been primarily achieved through U-Report on the Move.

Since 2019, 2 additional initiatives were launched in support to youth engagement:  a series of Activate Talks, that is roundtables involving young Italians, migrants and refugees as speakers focusing on a specific theme and showcasing successful solutions to line Ministries, UN Agencies, civil society organizations, entrepreneurs, innovators for their protection, participation and social inclusion; U-Blogger, a web based platform offering a 3 month internship programme to aspiring bloggers interested in sharing their opinions and concerns on issues of concern to them.

With the Covid-19 outbreak youth engagement activities of the Refugee and Migrant response have grown exponentially involving an increasing number of adolescents and young people and providing unprecedented opportunities to build new partnerships with key actors involved in youth engagement and amplification of youth produced content in Italy.

Amongst these, the partnership with Scuola Zoo which manages a social media platform followed by 4 million young Italians and others such as Futura Network, run by ASVIS, the Italian network of Civil Society Organizations (CSOs) for advocacy on the SDG agenda in Italy.

How can you make a difference?

Under the direct supervision of the Youth and Adolescent Development Specialist, in Rome, Italy, the Adolescent Programme/Partnerships & Events Coordinator is primarily responsible for establishing and strengthening partnerships and in coordinating events in support to youth engagement actions of the Migrant & Refugee Response in Italy.

This involves 1) overseeing the coordination, from planning and implementation to follow-up of the Activate Talks involving young migrants and refugees and Italian youth 2) building, maintaining and expanding the network of partners that support youth engagement and amplification of youth produced content in Italy.

Timeline:  The schedule of the activate talks and other events will be determined as per the advocacy and communication plan and coincide with key advocacy moments of the implementation of the work plan, tentatively starting in April and ending in November.

Performance indicators: The deliverables will be assessed against timely completion and quality of work.

Contractual arrangements:

  • Duration: The contract is expected to start on 15 February 2021 until 31 December 2021, for a total of 110 working days.
  • Supervision: The consultant will report to the YAD Specialist of the UNICEFRefugee & Migrant Response, Rome, Italy
  • Payment schedule: The consultant will be paid by completion of each deliverable. Each request for payment must be supported by the supervisor’s written certification of the assignment performed (deliverable provided and/or days worked). Final payment is made only upon certification of the satisfactory completion of the assignment as a whole, and completion of the evaluation by the supervisor.
  • Working modality and official travel: The Consultant will be home-based in Rome. Travel in Italy will be required for a maximum of 10 days. The Consultant will be responsible for organization of travel. All travel expenses (tickets, accommodation, public transport, meals) will be reimbursed. The maximum amount allocated for travel will be EUR 1,500

Travel Clause:

  • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant is responsible for his/her for travel arrangements via the most economic and direct route.
  • Travel costs will be reimbursed after the completion of mission, upon submission of the invoice together with the supporting documentation.
  • The consultant must be fit to travel, be in a possession of the valid UN BSafe certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Nature of Penalty Clause in Contract

  • If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld.
  • UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days – 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…

  • Bachelor’s Degree is required in social science, journalism, or communication.  Advanced university Degree in any of the above fields is desired.
  • A minimum of 5 years relevant professional experience in partnership building either with Civil Society Organisations, think tanks, Government or the private sector.
  • Proven track record in planning and coordination of events is mandatory.
  • Proven track record in support to video production is required.
  • Strong communication skills and the aptitude to handle competing messages and priorities with multiple audiences.
  • Fluency in Italian and intermediate English are required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
